EU Procurement Reform: What? Public Procurement is about “Best Value for Money”??

Very easy to overlook, but the EuroParl presser summarising the key features of the Procurement Directives reforms makes much of the fact that value for money is leading the way.

But, I hear you say, public procurement regulation in the EU is not about value for money, it’s all about opening markets up to competition? Well, it seems, not any more!

And that other gem? Authorities are no longer bound to go for lowest price, but can focus on “cleverest” rather than “cheapest”? So, at very long last, is the EU recognising that MEAT has a meaning beyond cost??
