TTIP: has US protectionism simply retreated to state level legislation?

For those of our readers following the TTIP trade talks between the US and EU this article from Cato at Liberty highlights an interesting issue around that old devil of the procurement world, protectionism.

The battle which has to be won, clearly, is to overcome the barriers to trade erected at State level. A casual perspective on the difficulties faced by the TTIP negotiations can easily overlook the fact that the US is a federation of states each of which has a significant degree of autonomy in law-making, an element of which concerns how they procure public works, goods and services…
