We came across this set of slides prepared for a presentation by the US Mission to the EU in Athens earlier this month.
It gives an interesting insight into how a third party regards the regulation of public procurement across the 27 Member States of the EU.
A couple of the observations spring out:
1. It is not so much that the legislation is complex, but that there are so many different “interpretations”: and
2. The apparent need to reassure US businesses that they CAN participate in both a “feasibility study” AND the formal procurement process which follows.
