“Hellimi” Case: Scope of Appeal to ECJ from General Court limited to legal issues only

This article from the Cyprus Mail sets out the facts of the case. Not a public procurement matter, but aspects of the judgement of the ECJ are generally relevant, in terms of the ECJ jurisdiction in relation to appeals from the General Court.

In rejecting this appeal, the ECJ reaffirmed that it was only competent to decide appeals on legal issues and not appeals which were in reality concerned with the substantive decision of the General Court on the original issues before it.
