The EU Envoy to Uganda has been outspoken in his criticism of the troubled tender process for the $2.2bn Karuma Dam project. The initial procurement process which had Chinese bidders in pole position was discontinued.
The EU wants to see the principal European bidder, an Italian company, getting a fair crack of the whip.
The bigger picture is China’s relentless march across Africa, which some commentator’s are dubbing “Commercial Colonialism”.
If the best the EU can do is complain that Procurement legislation is not being respected then there is little prospect of China’s advance being halted any time soon….
