More indirect procurement regulation? BPIE: more “guidance” needed to ensure Energy Efficiency targets are met

This indirect regulation of the procurement of building stock seems to be on the verge of expanding. Euractiv posts on a report by the Buildings Performance Institute Europe which suggests that the current level of regulation is so weak that additional “guidance” is required to ensure that the current buildings energy efficiency targets are met.

Excuse the cynicism but in the EU lexicon the work “guidance” is often actually interchangeable with “regulation”.

Do we really need more?
