EU leaders agreed at a Summit last week to support a Commission initiative which had identified a “Top 10” list of the most burdensome regulation facing SME’s in the EU.
The Summit conclusions (linked below, at page 8 ff) take up the challenge to ease that burden, which includes regulation around the procurement of public contracts.
Will this be an empty gesture, given that recession busting economic policy appears (as we blogged earlier today – http://tinyurl.com/bnnbe2j) to be fuelling a lurch back towards lowest price procurement, hardly conducive to promoting SME engagement?
