IMCO is proposing the abandonment of “lowest price” as the base criteria for public procurement in its report on the proposed reforms to the procurement directives.
The stated objective is to allow Authorities to drive environmental, social and other “horizontal” policies into their selection criteria to ensure that “MEAT” is given its broadest possible scope.
Innovation Partnerships, sounding suspiciously like a rehash of Competitive Dialogue are also high on IMCO’s Agenda as are modifications to the aggregation rules to allow SMEs greater opportunities for engagement.
