SCAPE: CBI procurement criticism should be directed at obsession with small Frameworks

Scape has hit back at the CBI survey results which point towards the inefficiency and ineffectiveness of UK public procurement.

The true culprit, in Scape’s view, is public sector obsession with framework agreements to avoid having to go through to OJEU process every time works goods and services are procured.

This, as Scape point out with some justification, can result in a chaotic and fractured landscape of small and often overlapping framework agreements which are prone to being procured without appropriate expertise, leading to cost and process inefficiencies and mismatch in practice between “requirement” and “provision”.
