In this Working Paper Eric Van den Abeele (Temporary lecturer at the University of Mons-Hainaut) provides a critical analysis of the Commission’s proposals to modernise public procurement regulation.
He looks at the political background and reasons promoted for the revision of the public procurement directives. In all respects he finds that the Commission’s proposal is mediocre and disappointing.
His analysis leads him to the conclusion that the proposed reforms neither enhance the EU’s competitiveness nor promote sustainable development.
