The Northern Ireland Audit Office is looking enviously across the water to the plans laid out by the Scottish Government for the improvement of the delivery of procurements by public bodies.
NIAO takes the view that the failure of NI Authorities to collaborate effectively which each other in their purchasing requirements costs an extra £140m per annul.
