EU Energy infrastructure procurement: where will the money be spent?

Euractiv reveals a leaked draft report from the Commission which highlights those member states whose energy infrastructure is poor and requires reinforcement, upgrading or replacement.

The eastern states are prominent but the issues do not rest exclusively with them. For example, Estonia, Lithuania and Latvia, as well as Malta, Cyprus, Spain and Portugal are identified as being on a “gas island” because of insufficient infrastructure connections with the rest of the EU.

Is this an early warning about the pattern of energy infrastructure spending and project opportunities in the years to come?
