Third Country EU procurement: are we over-egging the relative transparency argument?

The spin from the EU in support of its proposals to regulate third country procurement within EU markets is that those European markets are characterised by openness and transparency. The argument goes that letting non EU wolves in amongst the tender European sheep would put Europe at a disadvantage.

This perspective from Voxeu challenges that premise, suggesting that EU (and US) markets AR not as open and transparent as the Commission would have us believe.
