BDO: English councils prefer to “buy cheap” rather than “buy social”

The Public Services (Social Value) Act 2010 required local authorities to give greater consideration to social or environmental outcomes when entering into procurement contracts.

BDO’s recent report, Social supply: a guide to improving social value through better purchasing, found that nearly half of councils used procurement to drive down costbrather than improve social value and that 83% of them did not measure social value benefits in their existing procurement processes.
