The Commission has set out its plans to harmonise the EU wide market for “security” services. Th objective are:
1. harmonising standards and certification procedures for security technologies;
2. better exploitation of synergies between (civil) security and defence research;
3. novel funding schemes such as Pre-commercial Procurement to test and validate results stemming from EU security research projects; and
4. introducing checks on the societal impact of new security technologies at the research stage.
