“Buy Local, Buy Social” not in Local Government DNA?

This excellent piece in Public Finance picks up on a theme which we have posted on from several angles recently.

“Buy Local, Buy Social” is a mantra in public procurement circles which is gaining traction as a succession of measures emerge with the objective of facilitating the use of “horizontal” policies in public procurement, in particular supporting the participation of SME’s and promoting social agendas.

PF hits the nail on the head in identifying that there needs to be a deep cultural change in local government if the “buy social” part of the mantra is to be truly effective. Public bodies have all of the legal flexibility and tools hey need to do so, but they don’t appear to b particularly good at changing their own behaviours…..
