GEM: EU markets NOT more open than major 3P Trading Partners

A key aspect of the rationale behind the promulgation of proposals for the regulation of procurement between EU Member States and major third country trading partners has been the assertion that EU markets are in general more open to competition and so there is a need to drive further reciprocity.

The Groupe d’Economie Modiale gives the lie to this assertion in this report and fires up the debate.
