Fusion 21: tackling the obstacles to socially responsible procurement

Dave Nielson of Fusion 21 has taken to ResPublica to confront some of the very real issues facing the objective of effectively integrating horizontal policies into public procurement.

It is a well reasoned and comprehensive piece which does not flinch from addressing the true scale and structural nature of the problem.

He does not say so in terms, but there is a mood about the piece that public procurement regulatory compliance risk may be being used by public bodies as a fig leaf. It covers the embarrassment of simply not having got to grips with how to embody social objectives at the heart of procurement in order to be able to deliver within the prevailing legal framework.
