EU Procurement Reform: 29 June – Opinion of the European Economic and Social Committee

The EESC has today issued its detailed opinion of the proposed EU procurement reforms. Perhaps predictably it is generally favourable. Two issues which clearly are of concern to EESC are:

*continuing lack of clarity around the meaning of body governed by public law; and
*the absence of a sufficiently precise distinction between contracts and concessions.
