This briefing note issued by the BMA gives some insight into the issues it regards as central to the reform process. The abolition of the Part A/ Part B Services distinction (imposing the full weight of regulation on procurements hitherto effectively exempted) and the requirement to account for life cycle costing are seen as key issues.
