Professor Sue Arrowsmith: less is more for EU Procurement Reform

If you have not yet seen Professor Sue Arrowsmith’s article setting out her views on EU Procurement reform, then you need to read this summary. It should set you on the trail of the (rather longer!) article itself.

Although she does not use the expression, “less is more” is clearly the message – why create two new directives when the declared objectives can be achieved by distilling the whole regime of procurement regulation into one directive, based on the Utilities Directive?

After all, wasn’t the Utilities Directive (at least in part) the result of concerted and very effective lobbying against over-intrusive bureaucracy??
