In an article headed “The slow death of UK Public Sector Procurement – Part 2” (and yes, there is a Part 1 as well which is worth reading) Spend Matters provide a useful summary of the principal forms that outsourcing takes in the UK/EU as (in their view!) it slowly but surely replaces direct public procurement.
